For the time being, admissions to the eight major institutions funded by the Hong Kong government were not guaranteed
但係就向我哋推薦
But he recommended to us

Hong Kong Metropolitan University and Chu Hai College of Higher Education
呢啲非資助大學嘅中文課程
namely the Chinese courses of these non-funded universities
中介話喺都會大學識得人
The agent said that he had connections at the Hong Kong Metropolitan University
講明十七萬八千人民幣可以保錄
and explicitly stated that admission could be guaranteed with 178,000 RMB
而且成功率一百分之一百
And the success rate was 100%
中介仲提供埋白紙黑字嘅合約
The agency also provided a contract in black and white
雖然冇講明點樣可以攞到大學學額
Although it was not clear how they secured a university place,

噉呢啲中介有咩手法整到假學歷呢？
So, how do these agencies acquire fake academic qualifications?
我哋發現共通嘅疑點都係涉及海外學歷
We found that the common suspicions were associated with overseas academic qualifications
喺大學裡面嘅消息人士分析
Sources within the universities have analyzed that
主要有三大手法
there are three primary methods
第一佢哋都係用海外學歷嚟申請香港嘅大學
First, they all use overseas qualifications to apply to universities in Hong Kong,
以美加最為常見
most commonly from the United States and Canada
港大嘅調查發現
HKU's investigation found that
中介會偽造一流大學嘅畢業證書
agents falsified diplomas from top universities,
成績表甚至係信封同封條
transcripts and even envelopes and seals
而其他大學嘅行政職員就同我哋講
Administrative staff of other universities told us that
有啲中介甚至會買埋假domain
some agencies even bought fake domains
整咗個同外國教育部一模一樣嘅驗證網站
and built verification websites identical to those of foreign education ministries
誤導佢哋
to mislead them
第二有申請人明明揸住歐美學歷
Second, there are applicants who hold European or American academic qualifications,
但係就喺越南泰國哈薩克呢啲嘅第三國
but they took English tests such as TOEFL and IELTS in third countries like Vietnam, Thailand, and Kazakhstan

Admissions staff believed there was suspicion of substitute examination

For example, students who have completed the Unified Examination for Admissions to General Universities and Colleges in China
再透過中介報讀一年嘅外國高中
then applied for a one-year program at overseas high school through the agencies
但係嗰啲不知名嘅海外高中
But those unknown overseas high schools
懷疑係中介串通嘅
are suspected of colluding with the agencies
學生根本冇離開過中國
Those students have never left China
就攞到海外學歷喇
yet they obtained an overseas degree
事件亦都令外界關注
This incident has also attracted public attention
會唔會影響香港高等院校嘅校譽
